The former Barcelona midfielder, who played alongside both the Brazilian and the Argentinian, has backed his former team-mate over the France teenager.
Paris Saint-Germain pair Neymar, 26, and Mbappe, 19, have been in electric form for the the Ligue 1 giants this season.
The Brazil forward has scored 12 goals and produced five assists in 14 appearances while the France wonderkid has found the back of the net 12 times and set up a further five in 10 games.
The duo have been widely touted to dominate the football scene when Messi and Cristiano Ronaldo finally hang up their boots.
But Xavi, who now plies his trade at Qatari club Al Sadd, believes only one of them is capable of reaching that level.
"He's a very superior player physically," Xavi, told Catalunya Radio.

"It's impressive that at his age he has those differences, but he could also get stuck, it's very difficult to predict.
"He still has no football maturity but, he could be one of the good ones. He is so strong, but that does not always work in elite football, he has to learn to think.
"Neymar is the player that I have seen, if he manages to acquire that maturity, that might be more like Messi."
